Summary:  Flight Attendant Bidding System Letter of Agreement

Effective Date

  • The terms contained within the Letter of Agreement will only become effective upon implementation of the Flight Attendant Bidding System (FABS) at the first domicile.
  • The Letter of Agreement will become null and void if FABS is not implemented, or if it is discontinued after implementation.

Improvements and Protections

  • Schedules must be legal and produce a valid award in seniority order in accordance with Sections 9.A., 10.A. and all provisions of the Contract.
  • Vacation pay increased from 2.6 hours per day to 2.8 hours per day.
  • Consistent with the 2005 PBS Vacation Letter of Agreement, reserves will be compensated for all vacation days, versus the daily reserve guarantee rate.  This Agreement increases that pay from 2.6 to 2.8 hours per day.
  • Reserves guaranteed 12 days off in the month.
  • Reserve co-terminal preference system for locations with co-terminals.
  • Reserve Aggressive Pick Up (APU) program allowing reserves to pick up IDs on days of availability.
  • First move-up lines created 5 to 7 days before the start of the new month.
  • Sufficient IDs will be assigned at each domicile or modified co-terminal to provide lines of flying for all lineholders.
  • Minimum protections to ensure Reserve schedules with weekend days off, consistent with today.
  • FABS will award lines of flying between 65 hours and the monthly and quarterly maximums for individual Flight Attendants.
  • Gained protections for those who have not opted to ensure Flight Attendants are not forced over 92 hours within a schedule month.
  • Flight Attendant may elect to build a Line of Flying up to their quarterly maximum, even if it is over 100 hours of flight time.
  • During the FABS line construction process, extended legal rest will be provided when transitioning from one world region to another.
  • Protections for all-night flying.
  • Protections for minimizing a mixture of different of flying in a Line of Flying, including:
    • All-night flying
    • Co-terminal flying

Award of Flight Attendant RET and Other Training Classes

  • RET bidding will be done concurrently with bidding for lines to avoid schedule conflicts. 
  • In award of required training, all legalities will be satisfied.
  • Training pay pursuant to Section 15.A.
  • Pay protection of 65 hour minimum line guarantee if required training results in awarding a line below 65 hours.
  • RET “may,” “must go,” “grace” months will remain consistent with current practice.
  • Lineholders will be able to trade training dates whether they bid or were assigned RET.

FABS Insurance of Seniority Protection

  • To insure a valid FABS award in seniority order, there will be a monthly maximum of open time when the award is complete.  If necessary for the valid award, the maximum must satisfy each of the following parameters:
    • 2% for the system.
    • 2% per domicile or modified co-terminal.
    • 5% or three open positions starting on any day, whichever is greater, per domicile or modified co-terminal.

Flight Attendant FABS Familiarization

  • Prior to Implementation there will be mandatory one-day training, paid at the training hourly rate of pay, before FABS is implemented at the Flight Attendant’s domicile or co-terminal.
  • Familiarization will include processes such as parallel bidding before FABS becomes fully operational.

Printing

  • The company will provide adequate printed quantities of the monthly cover letter and key pages on the day bids open or earlier, and in accordance with Section 9.C.4.b. and 12.H. of the Contract.
  • The company will provide printers in the domiciles for the printing of Flight Attendant bid preferences.

Oversight and Resolution

  • The AFA Central Schedule Committee will continue to review ID construction, provide input and insure Contractual compliance in all phases of the schedule development and award.
  • AFA is entitled to all information and data necessary to verify FABS compliance with the Contract.
  • Any grievance alleging FABS failed to solve for a Contractually compliant line award will be subject to expedited arbitration.
