July 2008 Elections Include the Negotiating Committee

United Master Executive Council will conduct elections at the July 29 – August 1, 2008 third quarter regular MEC meeting in Chicago. The United MEC will elect our Negotiating Committee, an Asian Affairs Coordinator, a European Affairs Coordinator and a Member of the Central Schedule and Reserve Committee.

The meeting will take place at the Hilton Garden Inn, 2930 South River Road, Des Plaines, IL 60018,

Positions to be Elected:

General Election Information

The MEC is comprised of 14 locally-elected Presidents and three MEC Officers.  The Local Executive Council Presidents (LECP) make up the voting body of the MEC.  Positions are elected by a simple majority, with each LECP casting one vote for each position on the Negotiating Committee.

Candidates must be active Members in good standing, and should submit a resume or a signed “Willingness to Serve” statement, preferably fifteen days prior to the election date to be considered for a position on the Negotiating Committee.  Interested candidates are encouraged, but not required, to give an in-person interview at the July 2008 MEC Meeting.  Any candidate who wishes to appear for an interview must do so at their personal expense.

Negotiating Committee

The United MEC will elect the three members of the Negotiating Committee.  The members of the Negotiating Committee work hand-in-hand with our attorneys, professional negotiators and other consultants throughout the negotiations. 

Negotiating Committee Scope & Responsibilities:

  • Committee members work at the direction of the MEC and in accordance with the priorities set by the AFA Members at United Airlines.
  • The Committee must be willing to work long, sometimes odd hours, and remain engaged through the completion of projects.

 

  • Committee members shall attend advanced negotiations training and shall utilize the facilities and resources of the Union and the experience and knowledge of staff negotiators, Union Officers, International staff and AFA consultants throughout the negotiations.
  • Committee members shall maintain a current record of the financial condition of the company; management lines of authority and methods of communication; operations statistics and experiences of the airline which may be used in bargaining, grievances, litigation, etc.
  • Based upon the feedback of United Flight Attendants according to statistically valid polling and other means of gathering information with respect to wages, working conditions, etc., the Committee, with the advice of the Staff Negotiator, shall prepare the Contract Opener.
  • The committee shall maintain a complete record of the negotiations, including proposals, notes and communications, and such record is the property of AFA-CWA.  A copy of all records shall be forwarded to the International Office to be stored and maintained by the Union.
  • Committee members shall be familiar with Union policy and keep abreast of new developments in the industry.
  • The committee shall provide regular updates to the Membership on the status of negotiations.

Qualifications:  Leadership abilities with significant experience and knowledge of the Contract are required.  Effective writing, note taking and organizational skills are recommended.  The position requires a significant commitment of your personal time from the July 2008 elections through Membership ratification of a new Collective Bargaining Agreement.  Committee members shall serve as the Contract Interpretation Committee following ratification of the Contract and remain available to the Union for all activity related to Contract enforcement.

Master Executive Council (MEC) Committees General Information

Scope:  All MEC Committee Members represent the MEC and will support MEC positions when interacting with the Company and Flight Attendants.  They will carry out the responsibilities of their committee and shall support and adhere to the AFA-CWA Constitution and Bylaws, as well as the AFA-CWA United MEC Rules of Procedure and Policy.

MEC Committee Members:

  • Communicate with MEC Officers at least once a week.
  • Submit a monthly written report and a yearly in-person report to the MEC.
  • Communicate with local committees at least once a month.

Asian Affairs Coordinator

Scope:  This committee will identify and investigate legal and social issues that affect Flight Attendants based in Asian countries.  This committee will be responsible for researching and recommending improvements or issues that affect our Members in Asia and report these to the United Master Executive Council (MEC).   The committee after consultation with Association of Flight Attendants-CWA, AFL-CIO (AFA-CWA) Legal Department, should promote accountability and compliance with regulations that affect Flight Attendants.

Position to be elected:

  • One Coordinator, July 1, 2008 – June 30, 2011.

Qualifications: Significant knowledge of the Contract is recommended.  Good written communication and organizational skills are highly recommended.

Central Schedule and Reserve Committee

Scope:  This committee consists of one Chairperson and five members.  The committee is responsible for meeting at least twice a month with the company to review and discuss schedules, and verify the company’s compliance with established rules and procedures.  The committee also monitors staffing requirements, understaffing statistics and moved flying.  This committee is responsible for assisting Local Reserve Committees in resolving problems, as well as working with the MEC Grievance Committee to resolve system-wide Schedule and Reserve violations.

Position to be elected:

  • One Committee Member, July 1, 2008 – June 30, 2009.

Qualifications: Significant knowledge of scheduling and reserve sections of the Contract and practical experience are recommended.  A minimum of two meetings are held each month with the company in Chicago and are generally two to three days each.  Computer skills are desired

European Affairs Coordinator

Scope:  This committee will identify and investigate legal and social issues that affect Flight Attendants based in European countries.  This committee will be responsible for researching and recommending improvements or issues that affect our Members in Europe and report these to the United Master Executive Council (MEC).  The committee, after consultation with Association of Flight Attendants-CWA, AFL-CIO (AFA-CWA) Legal Department, should promote accountability and compliance with regulations that affect Flight Attendants.

Position to be elected:

  • One Coordinator, July 1, 2008 – June 30, 2011.

Qualifications: Significant knowledge of the Contract is recommended.  Good written communication and organizational skills are highly recommended.
